She specialises in investment outcomes and strategy, front-end solution development, delivery model design, and ecosystem engagement. Hayley has worked on major projects across Australia and internationally and has a comprehensive understanding of the policy issues within the sector. She has led the design and implementation of progressive delivery strategies across the transport, water and social infrastructure sectors. Hayley has also advised infrastructure bodies, including Infrastructure Australia, on infrastructure strategy and policy issues.

With a background in economics and demand modelling, Hayley has an intrinsic appreciation of the factors driving investment decisions and business cases.
